Wide-Area Evacuation Sites (6 places)
Large parks, green spaces, etc. with sufficient area to protect the lives of evacuees from spreading fires and other dangers caused by the outbreak of a large-scale disaster are designated as wide-area evacuation sites ( koiki hinan basho).
*In the case of flooding, none of these wide-area evacuation sites can be used.

Evacuation Shelters (32 places)
Municipal school buildings, etc. are designated as evacuation shelters ( hinanjo) that would temporarily accept and protect persons who have suffered damage, or might suffer damage, due to the collapse, burning down, etc. of their homes due to an earthquake.

Voluntary Evacuation Shelters (7 places)
In the event of a large typhoon being forecast, or a prolonged windy storm, etc., voluntary evacuation shelters ( jishu hinanjo) would be opened as temporary facilities for people who are worried about staying at home but unable to evacuate to the home of a relative or acquaintance. In principle, food and other daily necessities are not distributed at these voluntary evacuation shelters.
In the case of wind and flood damage, in principle it is these voluntary evacuation shelters that would be opened first. If the danger of further rainfall, river overflowing, and flood damage increases, some evacuation shelters might be opened. Voluntary evacuation shelters are not necessarily opened just because a typhoon is approaching.

Welfare Evacuation Shelters (29 places)
Based on requests from the Disaster Response HQ, welfare evacuation shelters ( fukushi hinanjo) would be opened at social welfare facilities, child daycare centers, etc. to provide necessary services for persons requiring assistance who have difficulty staying at ordinary evacuation shelters and also for households with babies, infants, pregnant women, etc.
*Please note that welfare evacuation shelters would be opened depending on the situation of evacuees in ordinary evacuation shelters, so it is not possible to evacuate directly to a welfare evacuation shelter immediately after the outbreak of a disaster. Admission is decided in order, beginning with high-priority evacuees. Welfare evacuation shelters do not accept persons coming directly to them.

Procedures for Opening of Welfare Evacuation Centers
(1) Evacuation to an evacuation shelter
If there is no danger looming, there is no need even for persons requiring assistance to hastily evacuate. The basic thing to do first is to ensure your safety indoors at home or wherever you are. In the event of the collapse of your house, fire, evacuation order, etc., if you cannot evacuate to the home of a friend, acquaintance, or relative, then go to an opened evacuation shelter (elementary or junior high school, etc. in the city).
(2) Opening of welfare evacuation shelters
In response to requests from the Disaster Response HQ, facilities would make preparations to accept eligible evacuees and then open welfare evacuation shelters.
(3) Admission requests from evacuation shelters to divisions administering welfare evacuation shelters
If it identifies persons having difficulty staying at an ordinary evacuation shelter, the Evacuation Shelter Management Committee would request a division administering welfare evacuation shelters (Senior Citizen Care and Assistance Division, Welfare for the Disabled Division, Child Education and Day Care Division, and Children and Family Support Center) to accept their admission to a welfare evacuation shelter.
(4) Coordination of admissions
After coordination of the number of persons in ordinary evacuation shelters requesting admission to a welfare evacuation shelter and the capacity of welfare evacuation shelters, acceptable persons would be decided and transferred to a welfare evacuation shelter.
(5) Evacuation conditions
At least one counselor would be assigned to each welfare evacuation shelter, but there would be no care providers. When evacuating, therefore, in principle each evacuee should be accompanied by a care provider. (As far as possible, please take along daily necessities as well.) Also, the same home-care services as those received at home can be provided at the welfare evacuation shelter.
Temporary Stay Facilities (8 places)
Community centers ( kominkan), libraries, etc. are designated as temporary stay facilities that would temporarily accommodate people who are outdoors when the disaster occurs and, unable to stay at a company, school, etc., are stranded and face difficulty getting home.

Emergency Medical Aid Stations(6 places)
In the hyperacute stage of a large disaster, since injured persons would flock to medical institutions in the vicinity of ground zero, Nishitokyo City would set up emergency medical aid stations in evacuation shelters near core emergency hospitals, etc. The purpose of these emergency medical aid stations would be to play a role in minimizing the chaos in initial medical aid station activities. Also, in and after the acute stage of a disaster, the city would set up evacuation shelter medical aid stations in evacuation shelters as places administering mobile treatment.
The city’s Disaster Response HQ would decide whether to set up emergency medical aid stations, etc., and at which evacuation shelters (6 places in the city), in consideration of such factors as disaster conditions in the locality, the number of injured persons, and the state of medical teams, such as doctors and nurses.
If an emergency medical aid station, etc. is opened, it would be announced via administrative disaster-prevention radio, the city email service, publicity vehicles, etc.

Unlike medical care carried out at medical institutions in normal times, medical care at emergency medical aid stations would have limited equipment, medicine, etc. Therefore, emergency medical stations would conduct triage* and only treat patients with mild symptoms. Patients with severe and moderate symptoms would be taken to designated core emergency hospitals.
*Triage: To save as many lives as possible, when a large number of injured persons flock to a hospital, they are grouped into those who require urgent treatment and those who do not. This prioritization enables those in need to receive treatment quickly and be transported to higher-level hospitals if necessary.
